该剧是讲述既不是检察官也不是律师或侦探，而是国家人权委员会的调查官们的故事，将描写既没有搜查权也没有起诉权的调查官为了被侵害人权而感到绝望的人们而奔走的姿态。主角们调查着比既有的人权侵害和歧视等陈情更重要的陈情案，负责受害程度严重、引起社会性争议、因为公权力、组织、机关等引发的人权侵害问题的调查事宜。
