故事发生在明朝年间，武林中派系林立，而点苍派的《七星刺血大法》被视为武林宝典。飞鹰堡首领越西鸿为夺取宝典，派出杀手冷血十三鹰先后刺杀多名武林高手，终未得到宝典。最后打听到宝典在葵花圣母手中，于是围绕着武林宝典，一场血雨腥风的争斗又更为激烈展开……越西鸿（任世官 饰）手下有十三名忠心耿耿的义子，江湖人称“冷血十三鹰”，武功高强的十三人是越西鸿的左膀右臂，专门助他在江湖中排除异己。某日，越西鸿命令十三鹰刺杀星宿教主老魔（钟发 饰），夺回他所拥有的“七星利血宝典”，在激战之中，银鹰戚英明（刘子蔚 饰）不幸受伤坠下山崖。
